About TNB Foundation

TNB Foundation is a Texas non-profit foundation that was established in January of 2023 with the idea of making a difference in our community by giving back. Our foundation is led by Rio Grande Valley natives that understand the needs of the community and that are committed to making a positive impact. The TNB Foundation started its journey by identifying three top priorities centered on education, affordable housing and support for small businesses. Join us in our mission to make a difference in the lives of Texans in Rio Grande Valley.

David Garza

A 1994 graduate of McAllen Memorial High School, Mr. Garza attended the University of Texas Pan-American (now UT-RGV) and graduated in 1998 with a B.S. in Accounting. He has over 20 years of banking experience and has been a Certified Public Accountant since 2004. He worked for 4 years at a CPA firm dedicated to public accounting and served 2 years in the private industry focusing on internal audit.

Claudia Dorbecker

Claudia Dorbecker graduated “Summa Cum Laude” from the Monterrey Institute of Technology and Higher Studies in 1997, earning a degree in Accounting. In addition, she holds a Master’s degree in Educational Psychology. In 2014, she expanded her expertise by obtaining a Certificate in Banking from Louisiana State University. Before joining Texas National Bank, Claudia spent 25 years with the Banorte Financial Group, where she held various roles in Monterrey, Mexico, for 14 years and later in McAllen, Texas, for 11 years. 
In 2023, Claudia joined Texas National Bank, where she serves as the Community Development Officer, Executive Director of the TNB Foundation and Executive Director of the Del Valle Community Development Corporation. In these vital roles, she is committed to fostering community growth and coordinating the Foundation’s initiatives, ensuring that they align with the needs of the community.

Rey Garcia

Mr. Garcia graduated in 2009 from the University of Texas Pan-American (now UT-RGV) with a Bachelor of Business Administration focused on Finance. Prior to joining TNB, he served as a National Bank Examiner and Federal Thrift Regulator for the Office of the Comptroller of the Currency (OCC). Over his 13-year career with the OCC, Rey focused on evaluating the safety and soundness of several different financial institutions while also working on training, developing, and building high performing teams responsible for bank supervision. He joined TNB in February 2022 and is the bank’s Strategic Growth Officer where he assesses strategic revenue opportunities while evaluating risk-reward tradeoffs and implementing robust risk management systems to support these new activities. Rey serves as a board member for the National Bankers Association and is a commissioner for a local civil service commission. Rey also has a passion for civic service, enhancing financial inclusion, and uplifting underserved communities.

Sergio Gonzalez

Mr. Gonzalez attended the University of Texas Pan-American (now UT-RGV), majoring in Business. He began his career within the auto industry in 1993. Sergio has been serving the Rio Grande Valley community for over 30 years. He currently sits on the board of the Valley Automotive Dealership Association. Mr. Gonzalez was appointed COO and managing partner to Charlie Clark Automotive Group in 2019. Leading the Charlie Clark Auto Group has allowed him to work closely with manufactures and financial institutions, establishing invaluable connections.

Felipe Cavazos

Mr. Cavazos, a first-generation American, graduated from McAllen High School and attended the University of Texas Pan-American (now UT-RGV) where he received a Bachelor of Business Administration with a major in Marketing. He returned to the University of Texas Pan-American and received a Master of Business Administration. After completing his college career, Mr. Cavazos worked as the development manager of Hunt Valley Development, where he oversaw the development of the first six subdivisions, the Sharyland Business Park, and the Pepsi Sports Park. Mr. Cavazos also started Radiant Realty Services, where he continued to develop six more subdivisions but specialized in industrial real estate. Mr. Cavazos was also a partner in the Sylvan Learning Center and was the founder of the Point-Blank Sporting Goods. Mr. Cavazos currently specializes in the redevelopment of older buildings and businesses and is actively involved in several community initiatives.

Ricardo Perez

Mr. Perez attended Texas Southern University Law School and graduated in 2004. He is a private practice lawyer specializing in criminal, real estate, taxation, and securities law. Mr. Perez is a director of TNB Bancshares, Inc. since May 2011 and was appointed as a director of Texas National Bank in August 2011 where he serves as Chairman of the bank’s board since June 2020. Mr. Perez is a voting member of all board committees and serves as Chairman of the Audit & Compliance and Insurance Committees.

Kellye L. Ortega

Kellye L. Ortega is a 1984 graduate of Edinburg High School and a 1992 graduate of University of Texas Pan-American (now UT-RGV) with a bachelor’s degree in Accounting. She has been a member of the Board of Directors of Texas National Bank since 2017 and its holding company, TNB Bancshares, Inc. since 2018. She also serves as a Director of the TNB Foundation. She is a member of the Board of Directors of JPO Enterprises, Inc., JPO Wash Systems, LLC, and Plata Properties, Inc. Kellye is the current Chairman of the Board of Trustees of the Museum of South Texas History in Edinburg and will serve as its past chairman in 2024. Kellye is very involved in the Texas Citrus Fiesta in Mission and is co-Chairman of the 2024 Coronation. She has served as emcee for this event for many years.

Joe Quiroga

Mr. Quiroga is a 1997 graduate of Edinburg North High School. He attended the University of Texas Pan-American (now UT-RGV) and graduated in 2000 with a B.S. in Finance. He has over 20 years of banking experience. Mr. Quiroga has served as a director of TNB Bancshares, Inc., and Texas National Bank since 2007 when he was appointed president of the bank. Mr. Quiroga’s civic activities currently include serving on the Board for the Edinburg Boys & Girls Club, Board Member of the VAMOS Scholarship Fund, Board Member for the TNB Foundation, Board Member of Christian’s Manor, and Board Member of Del Valle Community Development Corporation. Mr. Quiroga is also a Board Member of the Community Development Bankers Association, the Federal Reserve Bank of Dallas, and is actively involved in several other industry groups. His involvement in the different community and industry groups helps drive value, resources, and expertise to the organizations he is involved in.
